Jeffrey joined Moran in 1998 and is currently the Operations Manager in the Port of New York / New Jersey. His strong interest in Port Security has led Jeffrey to a unique role as a Port Security Expert representing Moran and the maritime industry in general, which includes speaking at Maritime Security Conferences, as well as conducting training sessions on Harbor Operations and Ship Agency for the Department of Homeland Security (DHS), Customs and Border Protection (CBP), United States Coast Guard (USCG), NY/NJ Waterfront Commission, and the NJ Office of Counterterrorism (NJ OCT).

While helping place Moran at the forefront of Port Security nationwide, some of Jeffrey's activities and accomplishments include:

Active Executive member of the USCG Area Maritime Security Executive Committee (AMSEC) for the Port of New York/New Jersey.

Active elected member to the USCG AMSEC Board of Directors, representing Industry for the port of NY/NJ.

Active Executive member in the following subcommittee's within the AMSEC:

• Maritime Transportation Recovery Board
• Response and Recovery
• Intel
• Strategic planning

Member of USCG Recovery Advisory Unit to be stood up as part of a Unified Command (UC) in the event of a Transportation Security Incident (TSI) in NY/NJ.

Advisory board member to the "Laboratory of Port Security" at Rutgers University.

Advisory Board member to the "Center for Advanced Infrastructure and Transportation" for Rutgers University.

Port Security Advisory Board member to the "Center for Discrete Mathematics and Theoretical Computer Sciences".

Have designed several exercises with the Department of Homeland Security including being a team designer for a major USCG TTX in NY / as well as working on the design and implementation of the 2006 USCG Port Step Exercise for the Port of NY/NJ as per MTSA requirements for all Ports in the USA.

Chairman of "Citizens Leadership Council" Division 2 for Monmouth County NJ Sheriff's Office 2004-2006.

Completed and served as Platoon Leader at Monmouth County Police Academy.
