PILOT/TRAFFIC ADVISORIES:

***SPECIAL NOTICE UPDATE***

Beginning March 15, 2011 through July 15, 2011 TXDOT will conduct
maintenance on the MLK/Gulf Gate Bridge.  Maximum air draft for
ALL VESSELS transiting the Sabine/Neches waterway will be reduced
to 134ft. 

ONE DAYLIGHT RESTRICTED VESSEL STARTED INBOUND TRANSIT 0500/1ST.
AT THIS TIME, NO DAYLIGHT RESTRICTED VESSELS ARE SCHEDULED FOR 
OUTBOUND TRANSIT THE 1ST.

USCG – clarification re salvage and marine firefighting 
The US Coast Guard issued a clarification regarding its salvage and marine 
firefighting requirements for vessel response plans (VRPs) for oil. On 
September 3, the agency announced that the Office of Management and Budget 
(OMB) had approved the collection of information associated with those 
requirements. The announcement also indicated that the requirement would be 
enforced beginning September 3. The Coast Guard has now clarified that the 
information collection will be enforced as of February 22, 2011, when the 
salvage and marine firefighting regulations come into force. 75 Fed. Reg. 
55973 (September 15, 2010).

WEATHER

Forecast Discussion  

No big changes for us weather wise for today and through the weekend. We'll 
look for highs near 96 with upper 90's for the lakes today under partly 
sunny skies. Heat indices will be from 101-105 for the afternoon, there 
will only be a 10% chance of a shower especially along and south of I-10.

For tonight, mid 70's under mostly clear skies. Through the weekend we'll 
see hot and dry conditions with highs remaining in the middle 90's, again 
heat indices over 100. We;ll continue with a 10% chance of a shower or 
storm for the afternoons.

The fourth looks to be fireworks-less with highs near 95 and a 20% chance 
of rain.

As high pressure, lifts out to the north by early next week, we'll see a 
slightly better rain chance heading into the timeframe with chances of rain 
at 30% and highs in the lower 90 to mid 90's.

Tropics are quiet now, in the wake of Arlene.

Triangle Friday:  Partly cloudy, hot & humid with a 10% coverage of 
afternoon and evening showers and thunderstorms.  High near: 96.  Winds: 
Variable becoming SE-S 4-9 mph.

 Triangle Tonight:  Becoming mostly clear, warm & humid.  Low near: 75.  
Winds: Light and variable becoming Calm.

Lakes Friday:  Partly cloudy, hot & humid with a 10% coverage of afternoon 
and evening showers and thunderstorms.  High near: 98.  Winds: SW becoming 
SE 2-7 mph.

Lakes Tonight:  Mostly clearly, warm & humid.  Low near: 72.  Winds: SE 2-7 
mph becoming Calm.
