USCG – clarification re salvage and marine firefighting
The US Coast Guard issued a clarification regarding its salvage and marine
firefighting requirements for vessel response plans (VRPs) for oil. On
September 3, the agency announced that the Office of Management and Budget
(OMB) had approved the collection of information associated with those
requirements. The announcement also indicated that the requirement would be
enforced beginning September 3. The Coast Guard has now clarified that the
information collection will be enforced as of February 22, 2011, when the
salvage and marine firefighting regulations come into force. 75 Fed. Reg.
55973 (September 15, 2010).

WEATHER
Forecast Discussion
Upper-level high continues to dominate our area's weather and will do so
through the next few days. As a result, afternoon temperatures will range
from the upper-nineties in the Triangle to triple digit values in the Lakes
Area through Friday. Afternoon heat indices will continue to run between
105 and 115. A Heat Advisory is in effect again today.
The high will then back off by this weekend, perhaps allowing a little more
moisture and a couple of weak upper-level disturbances to move across the
area by Sunday. Still, afternoon temperatures will continue to run above
normal into the middle 90s.
Tropical Storm Emily is a little better organized and is forecasted to
strengthen before landfall over the Dominican Republic/Haiti. The storm is
then expected to move through the Bahamas and move slide just east of
Florida this weekend.
