Ships that employ an EPL/SHaPoLi or engine acceleration-limiting program as a part of their EEXI compliance structure must inform pilots of the engine response characteristics prior to entry into U.S. territorial waters to comply with 33 CFR § 164.11(k).
If the pilot card and wheel house poster are NOT UPDATED to reflect maneuverability with the device ENGAGED – device MUST BE OVERRIDDEN prior to entering U.S. territorial waters (3NM). If override is not feasible, the COTP, in consultation with the pilots, may require additional safety measures.

Synopsis for Massachusetts and Rhode Island coastal waters:
A warm front lifts toward the waters into early today. The warm
front lifts through most of the waters by late today. The trailing
cold front slides through Thu night. A few showers and thunderstorms
are possible with both fronts today. More steady widespread rain
looks possible Thursday and again on Friday. Low clouds and fog will
likely be prevalent through the weekend.
Coastal waters east of Ipswich Bay and the Stellwagen Bank

.TODAY...SE winds 5 to 10 kt, becoming S 15 to 20 kt this
afternoon. Gusts up to 25 kt. Seas 2 to 3 ft. Wave Detail: S 3 ft
at 7 seconds and E 2 ft at 10 seconds. Areas of fog. Showers
likely. A slight chance of tstms this afternoon. Some tstms may
produce gusty winds and small hail this afternoon. Vsby 1 NM or
less.
.TONIGHT...NW winds 5 to 10 kt. Seas 2 to 3 ft. Wave Detail: S
3 ft at 5 seconds and E 2 ft at 10 seconds. Areas of fog in the
evening, then patchy fog after midnight. A chance of showers in
