Boston Pilots advise:
Ships that employ an EPL/SHaPoLi or engine acceleration-limiting program as a part of their EEXI compliance structure must inform pilots of the engine response characteristics prior to entry into U.S. territorial waters to comply with 33 CFR § 164.11(k).
If the pilot card and wheel house poster are NOT UPDATED to reflect maneuverability with the device ENGAGED – device MUST BE OVERRIDDEN prior to entering U.S. territorial waters (3NM). If override is not feasible, the COTP, in consultation with the pilots, may require additional safety measures.
 
BOSTON CBP has noted the following:
 
Crew changes are being permitted.  Offsigner flights need to be vetted by CBP in advance.
 
Shore leave is permitted.

Rather cloudy with a couple of showers and a thunderstorm from late morning on; gusty winds and small hail can accompany any downpour.
 
Synopsis for Massachusetts and Rhode Island coastal waters:
 
A wave of low pressure moves over the region today with scattered
showers and potentially strong thunderstorms that could threaten the
coastal waters. Seas and winds remain relatively calm with speeds
less than 10 knots and wave heights less than 3 feet. Quiet weather
returns with high pressure on Tuesday followed by a low passing
overhead on Wednesday which brings showers and thunderstorms. High
pressure and quiet weather returns Thursday and Friday.
 
Coastal waters east of Ipswich Bay and the Stellwagen Bank
National Marine Sanctuary:
 
.TODAY...N winds around 5 kt, becoming E around 5 kt this
afternoon. Seas around 2 ft. Wave Detail: SE 2 ft at 9 seconds
and S 1 foot at 3 seconds. Patchy fog. A slight chance of showers
with isolated tstms. Some tstms may produce damaging winds, large
hail, and heavy rainfall. Vsby 1 to 3 NM this afternoon.
.TONIGHT...E winds around 5 kt, becoming NW after midnight. Seas
around 2 ft. Wave Detail: SE 2 ft at 9 seconds. Areas of fog.
Vsby 1 NM or less.
.TUE...NW winds around 5 kt, becoming S in the afternoon. Seas
around 2 ft. Wave Detail: SE 2 ft at 9 seconds and S 1 foot at
2 seconds. Patchy fog in the morning with vsby 1 NM or less.
.TUE NIGHT...SW winds around 10 kt. Seas 2 to 3 ft. Wave Detail:
S 2 ft at 3 seconds and SE 2 ft at 9 seconds.
.WED...SW winds around 10 kt. Seas 2 to 3 ft. Wave Detail: S 2 ft
at 4 seconds and E 2 ft at 8 seconds. A chance of showers in the
afternoon.
.WED NIGHT...W winds around 10 kt, becoming NE with gusts up to
20 kt after midnight. Seas 2 to 4 ft. Wave Detail: NE 3 ft at
7 seconds and SE 2 ft at 8 seconds. A chance of showers.
.THU THROUGH FRI NIGHT...SE winds 10 to 15 kt with gusts up to
20 kt. Seas 2 to 4 ft.
