BOSTON Harbor is at MARSEC Level 1
 
Boston Pilots advise:
Ships that employ an EPL/SHaPoLi or engine acceleration-limiting program as a part of their EEXI compliance structure must inform pilots of the engine response characteristics prior to entry into U.S. territorial waters to comply with 33 CFR § 164.11(k).
If the pilot card and wheel house poster are NOT UPDATED to reflect maneuverability with the device ENGAGED – device MUST BE OVERRIDDEN prior to entering U.S. territorial waters (3NM). If override is not feasible, the COTP, in consultation with the pilots, may require additional safety measures.
 
BOSTON CBP has noted the following:
 
Crew changes are being permitted.  Offsigner flights need to be vetted by CBP in advance.
 
Shore leave is permitted.

Synopsis for Massachusetts and Rhode Island coastal waters:
Weak high pressure then builds over the waters Tue. Weak broad area
of low pres then moves across New England Wed. Another low,
potentially stronger, tracks over or just S of the MA/RI waters
later Thu into Fri and again Sat into Sun.
 
Coastal waters east of Ipswich Bay and the Stellwagen Bank
National Marine Sanctuary:
 
.TODAY...N winds 5 to 10 kt, becoming SE this afternoon. Seas
2 to 3 ft. Wave Detail: E 3 ft at 11 seconds and SW 1 foot at
4 seconds. Patchy fog this morning with vsby 1 NM or less.
.TONIGHT...S winds 5 to 10 kt, becoming SE after midnight. Seas
2 to 3 ft. Wave Detail: E 3 ft at 10 seconds and S 1 foot at
5 seconds. Patchy fog. Vsby 1 NM or less.
.WED...SE winds 5 to 10 kt, increasing to 10 to 15 kt in the
afternoon. Seas 2 to 3 ft. Wave Detail: SE 3 ft at 4 seconds and
E 2 ft at 10 seconds. A chance of showers in the morning, then
showers likely in the afternoon. Patchy fog in the morning. Vsby
1 NM or less, increasing to 1 to 3 NM in the afternoon.
.WED NIGHT...S winds 10 to 15 kt, becoming W 5 to 10 kt after
midnight. Seas 2 to 3 ft. Wave Detail: SE 3 ft at 5 seconds and E
2 ft at 10 seconds. Showers likely, mainly in the evening.
.THU AND THU NIGHT...E winds 10 to 15 kt with gusts up to 20 kt.
Seas 2 to 4 ft. Wave Detail: NE 4 ft at 7 seconds and NW 2 ft at
5 seconds. A chance of rain.
.FRI...NE winds 10 to 15 kt with gusts up to 20 kt. Seas 4 to
5 ft. Wave Detail: E 4 ft at 6 seconds. Rain likely.
.FRI NIGHT AND SAT...NE winds 10 to 15 kt with gusts up to 25 kt.
Seas 5 to 7 ft. A chance of rain.
.SAT NIGHT...SW winds around 10 kt. Seas 4 to 6 ft.
 
Seas are reported as significant wave height, which is the
average of the highest third of the waves. Individual wave
heights may be more than twice the significant wave height.
