Boston Pilots advise:
Ships that employ an EPL/SHaPoLi or engine acceleration-limiting program as a part of their EEXI compliance structure must inform pilots of the engine response characteristics prior to entry into U.S. territorial waters to comply with 33 CFR § 164.11(k).
If the pilot card and wheel house poster are NOT UPDATED to reflect maneuverability with the device ENGAGED – device MUST BE OVERRIDDEN prior to entering U.S. territorial waters (3NM). If override is not feasible, the COTP, in consultation with the pilots, may require additional safety measures.
 
BOSTON CBP has noted the following:
 
Crew changes are being permitted.  Offsigner flights need to be vetted by CBP in advance.
 
Shore leave is permitted.

Chelsea Street Bridge Update

MA - BOSTON INNER HARBOR – CHELSEA CREEK – CHELSEA STREET BRIDGE- Bridge Navigational Light Replacement
Mariners are advised that Smith Marine will be conducting bridge navigational light replacement on the Chelsea Street Bridge from May 28th, 2024, through June 7th, 2024, and recommencing on June 17th, through June 21st, 2024. Work hours will be 6:00 a.m. to 2:00 p.m. Monday through Friday. During this period the bridge will be restricted to on demand openings and will require one-hour advanced notice advance notice to clear barge and personnel for an opening. The bridge will be able to open for emergencies during this time with advanced notice. On scene equipment will consist of the Barge SMI 120-2, and Tug Meridian. The bridge tender, Tug and Barge will be on station and will monitor VHF Ch-13.  Questions may be directed Mr. Mattew Plauche Smith Marine at (978) 375-4129. Mariners are advised to plan their transits accordingly..

Some sun, then increasing clouds and breezy; a heavy thunderstorm late this afternoon; thunderstorms can bring small hail and localized damaging wind gusts.
 
Synopsis for Massachusetts and Rhode Island coastal waters:
 
High pressure provides dry weather and southwest winds through
Friday.  Then very late Fri into Fri night, an approaching cold
front will be accompanied by scattered showers and thunderstorms,
possibly accompanied by strong winds, downpours and frequent
lightning, especially near shore. Saturday morning a few showers may
linger, before the cold front exits offshore Saturday afternoon.
Meanwhile, a tropical low will likely track southeast of the 40N/70W
benchmark Saturday, then across eastern Georges Bank Sat night and
finally out to sea. High pressure builds over New England Sunday,
then offshore Monday. This will yield a prolong period of SSW flow
next week along with a very warm airmass.
 
Coastal waters east of Ipswich Bay and the Stellwagen Bank
National Marine Sanctuary:
 
.TODAY...S winds 15 to 20 kt, diminishing to 10 to 15 kt this
afternoon. Gusts up to 25 kt. Seas 3 to 4 ft. Wave Detail: S 3 ft
at 4 seconds and SE 2 ft at 8 seconds. Showers likely with
isolated tstms this afternoon. Some tstms may produce damaging
winds, frequent lightning, and heavy rainfall this afternoon with
vsby 1 to 3 NM.
.TONIGHT...S winds 10 to 15 kt, becoming W after midnight. Gusts
up to 25 kt. Seas 2 to 4 ft. Wave Detail: SW 3 ft at 4 seconds
and SE 2 ft at 8 seconds. Showers likely. Vsby 1 to 3 NM after
midnight.
.SAT...N winds 10 to 15 kt. Gusts up to 20 kt in the morning.
Seas 2 to 3 ft. Wave Detail: E 3 ft at 8 seconds and NW 2 ft at
3 seconds. Showers likely, mainly in the morning.
.SAT NIGHT...NW winds 5 to 10 kt, becoming N 10 to 15 kt with
gusts up to 20 kt after midnight. Seas 2 to 4 ft. Wave Detail: NE
4 ft at 7 seconds and SE 1 foot at 14 seconds.
.SUN...N winds 10 to 15 kt with gusts up to 20 kt, becoming E
around 5 kt in the afternoon. Seas 2 to 4 ft. Wave Detail: NE
4 ft at 7 seconds and N 1 foot at 4 seconds.
.SUN NIGHT...S winds 5 to 10 kt. Seas 2 to 3 ft. Wave Detail: SW
2 ft at 3 seconds and SE 2 ft at 7 seconds.
.MON THROUGH TUE NIGHT...SW winds 10 to 15 kt with gusts up to
25 kt. Seas 2 to 4 ft.
 
Winds and seas higher in and near tstms.
 
Seas are reported as significant wave height, which is the
average of the highest third of the waves. Individual wave
heights may be more than twice the significant wave height.
