@1030hrs:
Measurements of up to -1.5 feet below mean lower low water levels are currently being observed throughout the Vessel Traffic Service Area.  These low water conditions will pose a continued risk to maritime transits through the rest of today and through Wednesday evening, January 28th. 
Additionally, strong currents at the GIWW/HSC intersection have been noted which could increase the risk of tows becoming current bound, tow vessels with barges breaking up, and the greater potential for tow vessels losing steerage while pushing barges. 
Please share with your constituents so that we keep an alert perspective on the effects of weather and water conditions on safety of transits.
The overcoming factors in many of these scenarios is professional seamanship, due regard to weather observations, and working/reliable equipment provided to the mariners.
