Boston Pilots advise that tomorrow February 23rd there will be no vessel movements due to expected Blizzard conditions.
Vessel movements to resume 24th am depending upon weather conditions.

Crew changes are being permitted.  Offsigner flights need to be vetted by CBP in advance.

Synopsis for Massachusetts and Rhode Island coastal waters:
Low pres develops off the Mid Atlc coast today and evolves into a
powerful storm, tracking near the 40N/70W benchmark Mon. This storm
will be accompanied by dangerous seas and NE winds up to 60 kt. The
storm exits into the Maritimes Mon night, with improving weather Tue
over the waters of MA and RI. Another low pres may impact the waters
Wed, with yet another low pres late next week.
 
 
Coastal waters east of Ipswich Bay and the Stellwagen Bank National Marine Sanctuary:
 
...STORM WARNING IN EFFECT FROM 10 PM EST THIS EVENING THROUGH
LATE MONDAY NIGHT...
 
.THIS AFTERNOON...E winds 15 to 20 kt. Seas 3 to 4 ft. Wave
Detail: NE 4 ft at 8 seconds and SE 1 foot at 9 seconds.
.TONIGHT...E winds 25 to 30 kt, becoming NE 35 to 45 kt with
gusts up to 55 kt after midnight. Seas 5 to 7 ft, building to
9 to 13 ft after midnight. Wave Detail: E 7 ft at 6 seconds and
SE 1 foot at 9 seconds, becoming E 13 ft at 9 seconds. A chance
of snow in the evening, then snow after midnight.
.MON...NE winds 45 to 55 kt with gusts up to 65 kt. Seas 16 to
21 ft, building to 19 to 24 ft in the afternoon. Wave Detail: NE
21 ft at 10 seconds, becoming NE 24 ft at 11 seconds and N 4 ft
at 7 seconds. Snow.
.MON NIGHT...N winds 35 to 45 kt with gusts up to 55 kt, becoming
NW 25 to 30 kt with gusts up to 35 kt after midnight. Seas 17 to
22 ft, subsiding to 12 to 17 ft after midnight. Wave Detail: NE
22 ft at 11 seconds and N 6 ft at 8 seconds, becoming NE 17 ft at
11 seconds and NW 7 ft at 8 seconds. A chance of snow.
.TUE...NW winds 20 to 25 kt with gusts up to 30 kt, becoming W
15 to 20 kt in the afternoon. Seas 8 to 11 ft, subsiding to 5 to
8 ft in the afternoon. Wave Detail: NE 11 ft at 10 seconds and NW
4 ft at 6 seconds, becoming NE 6 ft at 9 seconds and NW 5 ft at
5 seconds.
.TUE NIGHT...W winds 15 to 20 kt, diminishing to 10 to 15 kt
after midnight. Seas 4 to 6 ft, subsiding to 3 to 4 ft after
midnight. Wave Detail: W 4 ft at 5 seconds and NE 3 ft at
8 seconds, becoming W 4 ft at 5 seconds and E 2 ft at 10 seconds.
.WED...S winds 15 to 20 kt with gusts up to 25 kt. Seas 2 to
4 ft. Snow with rain likely.
.WED NIGHT...W winds 15 to 20 kt. Seas 2 to 3 ft. A chance of
rain.
.THU...W winds 15 to 20 kt. Seas 2 to 3 ft. A chance of rain.
.THU NIGHT...S winds 15 to 20 kt. Seas 2 to 4 ft. Rain likely.
 
Seas are reported as significant wave height, which is the
average of the highest third of the waves. Individual wave
heights may be more than twice the significant wave height..
