Roles and Responsibilities

A Pollution and Safety Advisor primary roles is to Observe, Advise, and Report.

  • A PSA will “OBSERVE, ADVISE, and REPORT”
  • A PSA will make an initial inspection of the vessel to ensure it is in all respects ready to load/discharge cargo, handle ballast, and or handle bunkers, and is in compliance with applicable Federal, State, ISGOTT, and Terminal Regulations.
  • A Ship/Shore Safety Checklist should be completed by the vessel and the PSA, and items on it should be carefully checked and deficiencies corrected.
  • Outstanding deficiencies are immediately reported to the Vessel PIC, the Terminal PIC, and the Client, using the Terminal and Moran’s reporting guidelines, if the deficiencies hinder the safety of personnel or a pollution- free transfer.
  • Exercise Stop Work Recommendation Authority for any operation, due to a condition or behavior that the PSA consider to be unsafe, or where there are ambiguities or confusion. Always involve the Terminal PIC and Vessel PIC.
  • A PSA will remain onboard the vessel during the turnaround.

The PSA is present during critical operations, which include:

  • Pre-Transfer conference
  • Changes in cargo system line-up
  • Connection/disconnection to shore hoses or hard arms/draining at finish
  • Topping-off operations
  • Completion of stripping operations
  • C.O.W. operations
  • Line-up and start of ballast operations
  • Monitoring MARPOL prewash if applicable
  • Awareness of cargo finish times as well as stop ullages.
  • Other in port operations as deemed appropriate and approved by the terminal (i.e. repair work, surveyor in tank inspections)
  • Use Stop Work Recommendation Authority when needed

The PSA completes a report of the vessel performance and turnaround details.
