Barring an unlikely last-minute delay, the controversial USTR Section 301 Vessel Fees will take effect, tomorrow: October 14, 2025.
Despite strong industry pushbackโincluding from Moran Shipping and other U.S. maritime stakeholdersโimplementation proceeds which means ๐๐ต๐ถ๐ฝ ๐ผ๐ฝ๐ฒ๐ฟ๐ฎ๐๐ผ๐ฟ๐ ๐ป๐ฒ๐ฒ๐ฑ ๐๐ผ ๐ฝ๐ฟ๐ฒ๐ฝ๐ฎ๐ฟ๐ฒ ๐ป๐ผ๐.

The
Office of the U.S. Trade Representative (USTR) is imposing new port entry fees on vessels:
โค Owned or operated by Chinese entities
โค Built in China (regardless of ownership)
โค Foreign-built vehicle carriers (Ro-Roโs)
The fees are collected by the
Pay.Gov website -but- calculated and paid by the vessel operator.

If your vessel arrives from foreign waters and must file formal CBP entry (19 U.S.C. ยง 1434), the fees apply.
EXEMPTIONS INCLUDE:
โค Vessels that lighter cargo offshore
โค Calls made only for bunkering/stores
under certain conditions
โค LNG tankers (vessel type 132) are
completely exempt
โค Annex II vessels meeting certain specs:
โ Under 4,000 TEUs, 80,000 DWT (bulk),
or 55,000 DWT (other)
โ Voyages under 2,000 NM from furthest
foreign port
โ Arriving in ballast (no cargo or pax)

โข Annex I (Chinese owned/operated): $50/NT
โข Annex II (Chinese built): $18/NT
โ Capped at 5 voyages per fiscal year
โข Annex III (foreign-built Ro/Roโs): $46/NT

Pay.gov using the
Section 301 Fee Payment Form
โข Must be made 3 business days prior to
arrival at the first U.S. port from abroad
โข ACH from U.S. bank accounts onlyโ
foreign banks must route through U.S.
correspondent accounts
โข Confirmation email must be forwarded to
the vessel agent as proof for CBP entrance

implementation is moving forward.
